What it is
A Local Service Agent (LSA) is a UAE national appointed by certain foreign-owned mainland entities — typically Professional Licenses, foreign Branch Offices, and a few regulated activities — to act as a liaison with UAE government departments. Unlike the historical Local Sponsor, an LSA holds no equity, takes no profit share, and has no operational decision rights. The relationship is purely contractual, governed by an LSA agreement that fixes an annual fee (typically AED 5,000–15,000) and the scope of liaison services.
The LSA appointment is required because some federal departments (notably for branch licensing and a small list of regulated professions) still mandate UAE national involvement at the administrative interface, even though commercial LLC ownership rules removed sponsorship in 2021.

How it works
The foreign investor or parent company identifies a UAE national willing to act as LSA. A Local Service Agent Agreement is drafted specifying scope, duration, and annual fee. The agreement is notarized at a relevant notary public. The LSA's name appears on the commercial license alongside the foreign owner. The LSA facilitates government correspondence, visa processing, and document attestation but does not sign contracts, hold bank signatory rights, or participate in profit/loss. The agreement renews annually with fee payment. Either party may terminate with notice per contract terms, requiring license amendment.
Why it matters
An LSA arrangement is meaningfully different from a Local Sponsor — there is no equity dilution and no profit share. Confusing the two leads founders to overpay or to demand structures the law no longer requires.
