Most people arrive at this question holding a free zone package price and a suspicion that it is too good to be true. It is not. Ajman free zone packages are real, and so is the Ajman DED mainland licence sitting next to them.

What is misleading is the frame. In Dubai this is a price decision, because a mainland licence costs a multiple of a free zone package. In Ajman the mainland licence costs about a third more than a free zone one, and we can show you both sides from our own completed files. A third is not a multiple. Both sides are practitioner ranges from completed files. Year two on either side assumes the investor visa is not yet due; add AED 4,000 to 6,000 in the year it recycles. The mainland investor permit runs two years, so on that side the visa lands in year three.

Eight thousand dirhams at entry, and under four thousand at renewal. That is a real difference. It is also nothing like the gap this decision turns on in Dubai, where a mainland licence costs a multiple of a free zone package rather than a third more. Which means that in Ajman, the price signal is too weak to carry the decision on its own, and choosing the document that costs less over the document that reaches your customers is a bad trade.

Note which zone sits where in that band. ANCFZ runs lower, Ajman Free Zone runs higher, and the reason is not service quality. It is what each zone does to your tax position, which is the section after next.

What the AED 4,898 packages actually buy

You will have seen entry tickets of AED 4,898 and AED 5,555 advertised. They are real prices and they are not the same number as the bands above.

Those are zero-visa products. No residence visa, no establishment card, no e-channel registration. They licence a company and nothing else. The moment you want to sponsor yourself, you need the immigration file and the workspace tier that carries it, and you are into the band.

That is not a criticism of the zones. A zero-visa licence is a genuine product for someone who already holds residence another way. It is simply not what most readers of this page are buying, and it is why a package headline and a first-year total are two different figures.

  • From our files. A trading company in a free zone won a UAE-based buyer who required a direct invoice from the supplier, and could not issue one. We priced the onshore branch. The client compared it against a fresh mainland licence and took the mainland licence. Net effect: they paid for setup twice inside two years, and the second bill was the larger one.

Ajman has three free zones, and only one of them changes your tax position

This trips people up before the comparison even starts.

How many free zones are there in Ajman?

Three, and the names are similar enough to be confusing.

Ajman Free Zone (AFZ) is the large, long-established one on the port side, and it is the entity most people mean. Ajman NuVentures Centre Free Zone (ANCFZ) is a separate authority and, in our practice, the busier one. Ajman Media City Free Zone is the third. All three sit under the Free Zones Authority of Ajman.

They are not interchangeable, and the difference that matters most is not facilities or price. Ajman Free Zone is on the UAE’s VAT designated zones list. ANCFZ and Ajman Media City are not.

That single fact drives how we file. Roughly eight in ten of the Ajman entities we set up go to ANCFZ, and the balance to Ajman Free Zone. The house rule behind the split: if the business handles goods and sells them inside the UAE, Ajman Free Zone. If it does not, ANCFZ. Every AFZ file on our books is a goods trader. The ANCFZ files are services, e-commerce, media production and light trading.

Goods sitting in a designated zone sit outside the VAT territory until they cross. Goods in a zone that is not designated carry no such benefit, which means paying free zone prices for a mainland VAT position.

Ajman Media City we do not recommend, and that is a house view rather than a client preference. It is not designated. It is co-working only, with no dedicated office or warehouse product as standard. And despite the name it licenses general commercial and consultancy activity, so it offers nothing the other two do not do at the same money or better. We have never filed there.

Is Ajman a free zone, or an emirate with free zones in it?

The second one. Ajman is an emirate. It has a Department of Economic Development that issues mainland trade licences, exactly as Dubai and Sharjah do, and it has three free zones inside its territory that issue their own. A company licensed by Ajman DED is a mainland company. A company licensed by any of the three is a free zone company. The emirate is the address they share, not the status.

Ajman Free Zone’s page on business and entity types lists what it offers: a Freezone Establishment for a single owner, a Freezone Company for several, and branches of local or foreign companies. Licences come in three forms, a Business licence, an Industrial licence and a Sole Professional licence for freelancers.

In the same section sits the sentence that settles this page. Foreign companies may conduct sales, it says, “through a UAE registered agent or distributor only.”

Nobody selling packages quotes that line, and it is not hidden. It is the authority describing its own product accurately. A free zone licence is an excellent instrument for trading with the world and a restricted one for trading with the country it sits in.

Three routes to a mainland customer, and the one Ajman does not have

Start with the route that does not exist here, because it is the one people ask for.

  • There is no dual licence in Ajman. Not at Ajman Free Zone, not at ANCFZ, not at Ajman Media City. Dubai launched a Free Zone Mainland Operating Permit in October 2025 for its own free zones, and Abu Dhabi runs a dual licence across several of its zones. Neither reaches across emirate lines. If you have read about the Dubai operating permit and assumed something similar exists here, it does not. That leaves two routes.
  • A supply contract with a mainland buyer. This is the practical version of the authority’s distributor line, and it is what we set up. A mainland-licensed company buys from you and sells on. Government cost is nil. The real cost is margin, typically 15% to 30%, and you give up the end-customer relationship, the invoice, the data and the renewal.

    A note on the formal version. We have not registered a commercial agency for any Ajman file and we advise against it. A registered agency is hard to exit and the register protects the agent rather than you. A plain supply contract does the same commercial job and leaves you able to change your mind.
  • An onshore branch of the free zone company. The entity survives, so the bank account, the tax registration and the contracts survive with it, and you invoice the customer directly. We have not filed one of these at Ajman DED, so treat this as a build-up from the published fee structure rather than a completed-file figure: budget roughly AED 20,000 to 25,000 in year one with the smallest compliant unit, on top of the free zone licence you keep paying. Two licences, two renewals, one company.

That last line is the point. For a small file the branch prices itself out, which is why most free zone companies with UAE customers end up on a supply contract and a thinner margin. The general-purpose entity is explained at branch office, and opening a foreign company branch covers the filing.   • From our files. An e-commerce company at ANCFZ selling into UAE retail supplies through a mainland-licensed buyer and invoices the buyer, not the retailer.

Where an Ajman DED licence is the only structure that works

Four situations, and in each of them the free zone route does not merely cost more. It does not do the job.

  • You invoice UAE businesses directly. A supplier billing contractors, retailers, clinics or offices needs to be the party on the invoice. A buyer in the middle changes the commercial relationship, not just the paperwork.
  • Government or semi-government is in your pipeline. Tender eligibility is a mainland attribute. A free zone entity does not hold those contracts in its own name.
  • You need a shopfront, a workshop or a yard outside the zone. Trading, contracting, clinics, salons and anything a regulator has to visit need premises the licence can point at. Free zone premises are inside the zone.
  • Your customers are everywhere and your costs are physical. This is Ajman’s real case. A licence here carries the same trading rights across all seven emirates as one issued in Dubai, and the space costs less.

That last point needs saying plainly, because the single most common thing we correct at enquiry stage is the belief that an Ajman licence is a lesser licence. Clients arrive assuming it sits somewhere between a free zone and a proper mainland licence, with restricted rights and second-tier standing. It does not. An Ajman DED trade licence is a full mainland licence under the same federal framework as a Dubai one, with the same trading rights, the same tender eligibility, the same customs code and the same tax position.

There is one real limit, and naming it is what makes the correction credible. You may sell to a customer anywhere in the UAE on an Ajman licence. You may not run a physical place of business at a Dubai address on it. That is a premises rule, not a restriction on rights, and the two get confused constantly. One thing the mainland licence does not fix. If your buyers need to walk in at a Dubai address, or your address is part of what you are selling, we route clients to Dubai rather than Ajman. Real estate brokerage belongs where the inventory is. Ajman is right when your cost base is physical and your customers are anywhere. It is wrong when your customers are in one emirate and that emirate is not this one.

The jobs a free zone licence does better

An even-handed page has to say this, and most pages selling mainland services do not.

  • Export and international trade. If your goods or services move between countries, or between free zones, the free zone licence is the right instrument and the tax position below is genuinely valuable.
  • Solo and small professional operations. A consultant, a designer or a developer with international clients does not need a Municipality-attested tenancy. Ajman Free Zone’s Sole Professional licence exists for exactly this, and the workspace floor goes down to a virtual office.
  • Goods that arrive, sit and leave again. Ajman Free Zone offers warehouses, land and onsite accommodation. Combine that with designated-zone status and a re-export operation has a genuinely strong position.
  • Speed and simplicity at the start. A package bundles the licence, the workspace and the visa allocation into one purchase from one counterparty. A mainland file involves a landlord, a Municipality attestation and a separate immigration step.

Designated zone status, and the goods it actually helps

This is where the three Ajman zones stop being interchangeable, and it is the section to read twice if you handle stock.

Ajman Free Zone appears on the UAE’s VAT designated zone list, made under Cabinet Decision No. 59 of 2017 as amended. Ajman Media City Free Zone does not. ANCFZ does not. Being in a designated zone is a VAT treatment, not a tax exemption, and it is narrower than it sounds.

What it does: goods moving between designated zones, and certain goods held inside one, can fall outside UAE VAT.

What it does not do, and this catches people:

  • It does nothing for services. Services supplied from a designated zone follow the normal place-of-supply rules and are standard rated when supplied in the UAE. A consultancy inside Ajman Free Zone has the same VAT position as a consultancy on Ajman mainland.
  • It ends the moment goods cross. Goods leaving the zone for a mainland customer are treated as an import. The mainland recipient accounts for VAT at 5%, and customs duty applies on the same crossing where duty applies.
  • It is lost where goods are consumed inside the zone rather than moved on. That is where most of the real assessments come from.

So designated-zone status is worth money to a goods trader whose stock arrives, sits and leaves again without entering the UAE market. It is worth nothing to a consultancy. And it is neutralised for anybody whose customers are on the mainland, which is the same test this page keeps arriving at. The duty side is covered in free zone to mainland customs .

The 0% that your best customers spend

The headline everybody has read is that free zone companies pay 0% corporate tax. The headline is true and incomplete, and the missing half reverses the decision for a specific kind of business.

A mainland company pays corporate tax at 9% on profits above AED 375,000. A free zone company can pay 0%, but only as a Qualifying Free Zone Person, and only on qualifying income. Two conditions are worth knowing before you plan around the rate.

First, a free zone company electing qualifying status must hold audited financial statements. There is no revenue threshold that exempts a small company from that, so the audit is a permanent annual cost attached to the 0%, not an optional extra.

Second, and this is the part that ties the whole page together. Revenue from a UAE mainland customer is non-qualifying revenue. Non-qualifying revenue is allowed only up to a de minimis limit, the lower of 5% of total revenue or AED 5 million. Breach it and you do not simply pay 9% on the excess. You lose Qualifying Free Zone Person status for that year and the following four.

Now read that against the routes above. Every route that reaches a mainland customer spends the same allowance.Supply contract, branch, any of it. So a free zone company that succeeds at selling into the UAE taxes itself out of the free zone benefit, and the better it does, the faster that happens.

If your revenue is genuinely export, international or free-zone-to-free-zone, the 0% is real and worth having. If a meaningful share will come from UAE mainland customers, the 0% is something you will lose on the way up, and a flat 9% with unrestricted market access is the cleaner structure from day one. Corporate tax registration is the compliance step either way.

You know your free zone visa ceiling before you sign

The headcount rules differ in a way that is worth understanding as timing rather than arithmetic.

In a free zone, a quota is attached to the facility. Not to the package name, and not to an assessment. The headline number on a package follows the workspace tier inside it:

On the mainland, you apply for a quota after you sign the tenancy, and it is assessed against the premises, the activity and your stated headcount together. The numbers we plan around: a standalone small office of 15 to 25 square metres supports three visas comfortably, a desk supports two and occasionally three where the activity is clearly desk-based, and anybody needing six or more from day one should be taking 50 square metres or more.

So the difference founders actually feel is not how many. It is when you find out. In a free zone you know your ceiling before you sign. On the mainland you find out after.

One more asymmetry nobody publishes. The Ajman mainland investor permit we file is a two-year residence permit. A three-year permit is a free zone product and is not available on a DED file. That changes the shape of your costs rather than the total: the mainland renewal cycle brings the visa back in year three, at an uplift of AED 3,500 to 5,000 per person.

Banking makes no difference here, whatever you have read

Founders expect a jurisdiction effect on banking. There is not one worth naming.

Banks assess substance, not emirate, and not free zone against mainland. Expect two to six weeks on either side with a resident signatory, and longer without one. What moves the timeline is the workspace tier, the activity on the licence and whether the signatory is in the country.

The zone’s bank introduction letter is courtesy paper. It gets the file opened. It does not get it approved.

Worth knowing precisely because the opposite is widely believed, and because it removes a variable from the decision. Opening a business bank account sets out what a strong file looks like on either side.

Licence terms, and what a multi-year deal does not buy

Ajman DED issues a licence valid for one to three years. Ajman Free Zone’s cost calculator offers terms up to six. A long term sounds like a saving and it is a modest one.

Few of our clients take them. Those who do save roughly 10% to 15% on the licence line and nothing on the establishment card, the visas or the immigration cycle, which stay on their own clocks. So a multi-year term removes one renewal. It does not remove the annual administration.

What bites is amendments mid-term. Activity, shareholder and name changes are all chargeable, and the unused term is not refunded, so a company that restructures in year two has prepaid for a licence it then pays to amend.

Our rule: take the long term only where the shareholder set and the activity list are settled and there is no visa growth planned. For a first-time founder in year one, that is almost never true. On the mainland there is a second constraint anyway, because a licence term cannot exceed the tenancy behind it, so three years of licence means negotiating three years of lease first.

Moving from a free zone onto Ajman DED is not a move

Worth knowing the exit price before you commit.

There is no continuation route between the Ajman free zone registers and Ajman DED. The entity is not preserved. It is a new incorporation plus a closure, which is a different and more expensive transaction than the emirate-to-emirate branch route people have usually read about.

Budget the mainland incorporation at AED 18,000 to 26,000, plus AED 3,000 to 6,000 to cancel the free zone side, covering visa cancellations, clearances and the establishment card. Then add a new bank account on a four to ten week timeline, because the trading history built in the free zone does not come with you.

The alternative is the branch: keep the free zone entity and add onshore capability to it. It costs more every year and it preserves the entity, the licence history and the account. For a company with real history behind it, that is usually the better call.

What neither calculator will tell you

Both authorities publish a tool, and neither one prices this decision.

Ajman DED’s fee estimator is accurate and narrow. It prices what the Department charges and nothing else, so your tenancy, your establishment card and your visas are all outside it. Ajman Free Zone’s cost calculator takes your activity, office type, visa count and licence term, then says in its own words that “the prices provided are estimates only” and asks you to call a Business Setup Advisor.

One gives a precise answer to a narrow question. The other gives an estimate and a phone call. Neither asks who your customers are, which is the only input that should decide this.

The bottom line

Ajman is unusual in this decision, because the price argument that settles it everywhere else does not settle it here. The gap is a third, not a multiple, and a third is not enough to buy a structure that cannot reach your customers.

So use the test the whole page returns to. If your customers are UAE businesses, government bodies or people who walk in, the Ajman DED mainland licence is the structure that works, and the free zone route means a supply contract and a thinner margin or a second licence. If your customers are outside the country, or in other free zones, the free zone licence is the better instrument, and if you handle goods, the zone you pick decides whether its tax position is worth anything.

When the answer is genuinely mixed, decide the structure on the customers you are confident about, then price it.
