That gap is the most expensive thing founders misread when they set up an oil, bunkering or marine business in Fujairah. The Port of Fujairah is the world’s second-largest bunkering hub, supplying roughly 7.6 million cubic metres of marine fuel in 2024. It sits on the Gulf of Oman, outside the Strait of Hormuz, with deep water and around 70 million barrels of storage. That pull is real. So is the approval chain behind it.

This guide separates the easy part from the hard part. It shows when to choose FED mainland, the Fujairah Oil Industry Zone (FOIZ) or the Fujairah free zone. It covers what a bunkering licence really demands, real 2026 costs and honest timelines. And it explains why the bank account, not the licence, usually decides your launch date.

What a Fujairah oil, bunkering or marine setup really covers

“Oil company” hides three very different businesses, and each licenses differently. The first is oil trading: buying and selling crude or refined petroleum products, sometimes on title alone, sometimes with real storage. The second is bunkering: supplying marine fuel to vessels at the Port of Fujairah. The third is marine services: bunker barging, ship supply and chandlery, ship agency and ship repair.

They share a coastline and little else. A trading desk moves contracts. A bunkering operator moves fuel onto ships. A marine-services firm runs vessels and crews. The licence, the approvals and the cost change with each. Getting the activity right at the start is the single most important decision, and it is closely tied to the type of trade licence you pick.

FED mainland, FOIZ or the free zone: the one rule that decides

We give every client the same rule. It is driven by what the company physically does, not by price. The choice between a free zone and a mainland licence usually turns on ownership and market access. For oil and marine, one extra factor overrides both: whether you touch physical product.

Paper oil trading: FED mainland or a free-zone licence

If you only move title and money, with no storage or handling in the UAE, your options are open. FED mainland suits you if you also want to serve UAE-market and government counterparties. A general free-zone licence suits you if you are purely international and want bundled 100% ownership. Both are light, fast and inexpensive.

Physical handling, storage and bunkering: FOIZ

The moment you store, blend, bunker or handle fuel, you belong in FOIZ. The Fujairah Oil Industry Zone was built for exactly this. It sits against the Port of Fujairah with deep-water access and large-scale storage, and it carries the health, safety and environmental framework these activities legally require. A general free zone cannot license physical fuel handling. Trying to force it there is the classic structuring mistake.

Marine services: FOIZ or the port-linked route

Bunker barging, ship supply, agency and repair also point to FOIZ or the port-linked maritime framework. They need proximity to the port and operational approvals a general zone cannot grant. Decide the route by the work, not the headline setup price.

What a Fujairah bunkering licence really requires

Here is the part most articles skip. A bunkering trade licence is only the entry ticket. To physically supply fuel to vessels, you must become an approved bunker supplier registered with the Port of Fujairah, which keeps an official licensed-supplier list. Port Control then approves each operation.

On top of the licence, the chain runs in layers. The Port approves you as a registered supplier. Your bunker barges must be double-hulled, vetted under SIRE, and fitted with mass flow meters. They must also meet two fuel standards, ISO 8217 for quality and MARPOL Annex VI for emissions, which includes the IMO sulphur cap. You issue a Bunker Delivery Note for each delivery. Fujairah Municipality handles the environmental sign-off. Civil Defence approves fuel storage and handling.

The step most likely to stall is the marine layer: getting onto the approved-supplier list and clearing barge vetting. Those are vessel-by-vessel inspections you cannot rush, and a barge that fails vetting halts the whole operation. The licence is days. Supplier approval and barge compliance are where unprepared operators lose months.

Oil trading approvals: environment, Civil Defence and the FANR myth

For physical oil trading with storage, the extra layer is mainly environmental and safety. You will need an Environmental Impact Assessment and an environmental NOC through Fujairah Municipality. You will also need Civil Defence permits for flammable storage, a yard or terminal lease inside FOIZ, and Customs registration to import and export fuel.

Now the correction worth printing, because competitor content gets it wrong. FANR, the Federal Authority for Nuclear Regulation, is generally not a regulator for oil trading or bunkering. FANR governs nuclear material and radioactive sources, including the naturally occurring radioactive material and gauges used in some oilfield-services work. It only enters the picture if your business actually handles radioactive sources, an upstream oilfield niche. It does not apply because you trade or bunker fuel. If an advisor tells a fuel trader to budget for FANR approval, they do not know the sector.

Marine-services registrations founders forget

Founders expect to license the company. They forget that the assets and the maritime layer carry their own approvals. For bunker barges and supply vessels, plan for flag registration and SIRE vetting. You also need marine insurance for pollution and liability, double-hull and meter compliance, MARPOL certification, and permits to work in the emirate’s waters. The barge is licensed separately from the company.

For ship supply and chandlery, you need port passes and Customs registration to deliver to vessels at anchorage. Ship agency means registering as an approved port agent. Ship repair brings facility approvals, Civil Defence and environmental permits for oily-waste and slop handling. The federal maritime authority sits over vessel registration, and crew need maritime certification, not a standard employment visa. The company licence is maybe a third of the approvals.

What it costs in 2026: trading desk vs physical operation

The two routes are an order of magnitude apart. Plan against the right one, and read every figure below as a 2026 indicative range to confirm in a tailored quote.

A paper oil-trading desk

A FED mainland professional or trading licence runs roughly AED 4,500 to 10,000. Add an office, an establishment card and a couple of visas, and a realistic all-in for year one is about AED 30,000 to 60,000. The sector premium shows up in banking effort, not licence fees. A physical bunkering or storage operation

FOIZ licences start higher. Public listings put a service licence from around AED 20,000, a trading licence from around AED 25,000 and an industrial licence from around AED 35,000. But the licence is the small part. The yard or storage lease, the environmental study, Civil Defence approvals, Port supplier registration and barge compliance push the licensing-and-approvals layer past AED 100,000 for a genuine bunkering operation. That is still separate from the barges, tankage and metering, which run into the millions. Separate the licensing cost from the operational capital. A trading desk is tens of thousands. A physical bunkering business is a capital project.

Office and facility rules: when a flexi-desk works

This splits cleanly by activity. A pure oil-trading or energy-consultancy desk can run on an office or even a flexi-desk or virtual office. FOIZ offers licence-only and small-office packages, and FED mainland needs its standard registered office.

Anything physical cannot be flexi-desk. Bunkering, storage, blending and refining need real premises: a warehouse, yard or storage terminal leased inside FOIZ and sized to the activity, because the licence is tied to the facility and subject to safety and environmental inspection. In FOIZ the visa allocation tracks the facility tier, from zero visas on a licence-only package up to a larger headcount on a warehouse. If a provider offers you a flexi-desk bunkering licence, they are describing something that does not exist.

Realistic timelines: licence in weeks, operator in months

The “one to three weeks” figure is real, but it only describes the company licence. A paper oil-trading desk can genuinely be licensed in about two to four weeks, with banking as the longer pole. A physical bunkering or storage operation takes months.

The reason is sequence. The company licence is only the first of several approvals, and they run one after another. The Environmental Impact Assessment and NOC alone can take weeks to months. Then comes Civil Defence, then Port supplier registration, then barge SIRE vetting. Each step waits on the one before it. So expect six to twelve weeks or more from licence to a working supplier, longer if a barge needs work to pass vetting. The licence follows the normal Fujairah timeline. Becoming a cleared, barge-ready bunkering operator does not.

Why the bank account is the hardest step

Oil trading and bunkering are among the hardest sectors to bank in the UAE, and you should hear that honestly. They trip every enhanced-due-diligence flag a bank has: sanctions exposure, source-of-funds complexity and trade-finance risk. Expect deep checks, commonly four to eight weeks or more, and a real chance of decline at banks with no appetite. Strong AML and source-of-funds compliance is what turns a refusal into an approval.

The playbook is practical. Walk in with a clean source-of-funds trail, a transparent supply chain with named counterparties, a documented compliance policy and, where you have it, a trade-finance track record. A digital business bank can open the operating account faster, while a trade-finance-capable bank is what you need for letters of credit. Substance helps enormously: a real FOIZ facility and local staff bank far more easily than a thin shell. Visa and crew: marine staffing on marine timelines

Three points catch oil and marine founders out. First, marine crew are not standard office hires. Barge and vessel crew need maritime certification and seaman’s documentation, a different process from a normal employment visa. Second, visa quota is facility-linked: in FOIZ it tracks your warehouse size, and on FED mainland it tracks office size, so your headcount ceiling is a real-estate decision, set alongside your establishment card. Third, specialised technical and safety roles are part of the compliance picture for physical operations, not optional. Budget for certified staff on marine timelines, and size the premises to the team you will actually need.

One more planning note. Qualifying FOIZ income can attract 0% corporate tax, but the rules are specific, so confirm your position as part of corporate tax registration.

A real Fujairah bunkering setup, and the lesson

Here is a representative case, illustrative rather than a named client.
