Dubai handles about 15% of the world’s physical gold trade. Most of it moves through DMCC. That is why a DMCC gold trading licence is one of the most wanted permits in the emirate. It is also one of the most misunderstood. Founders arrive focused on the licence and the bank account. The parts that really decide whether you can trade get treated as paperwork. Those parts are the activity codes, the approvals and the compliance file. They are not paperwork.

This guide is the honest version. It covers what a gold, diamond or commodity licence at DMCC really includes. It shows where the Dubai Diamond Exchange and the Dubai Good Delivery standard fit. It gives real 2026 costs. And it explains when we tell a client to set up somewhere else.

What a DMCC gold trading licence actually covers

A DMCC gold trading licence is a free-zone trading permit. It is registered against specific business activities. Gold and precious-metals traders register under lines like bullion trading, precious-metals trading, gold coins and medallions, and scrap and waste of precious metals. Here is the useful part. DMCC lets you hold up to six activities in the same two-digit code group under one licence fee.

Most gold-related lines sit inside that one group. So a bullion trader can carry several related activities at no extra cost. The cost comes when you step outside the group. An activity from a different two-digit group adds roughly AED 10,000 or more per year. An activity from a different licence type needs a second licence at around AED 20,265 or more a year. A consultancy line, or refining as an industrial activity, falls into that second-licence trap.

Diamonds and coloured stones are a separate trading activity. They sit inside DMCC’s gemstones framework. They usually combine cleanly with precious-metals trading where the codes match. Physical or paper trading? The choice that sets your licence

Do you take custody of the metal? That one question changes everything. It sets the licence, the capital and the office. Decide it before you apply. Changing course later is expensive.

Physical trading means you hold actual bullion or stones. That brings the full precious-metals apparatus. You need responsible-sourcing checks on where the metal came from. You need Dubai Customs registration to move goods across borders. And you need a storage solution. The smart DMCC structure is to trade physically but store through the DMCC Vault, not on-site. That keeps you on a flexi-desk and out of SIRA. Build your own secure handling on-site instead, and you move toward SIRA approval and a bigger office.

Refining is different again. It is an industrial licence. It needs industrial space, environmental approvals and share capital of AED 1,000,000 or more. It is not a trading permit.

Paper or brokerage trading is the other path. You facilitate deals or deal in gold-linked instruments without ever holding metal. That skips the storage and SIRA layer. But it can edge into financial-services territory. A platform that never holds physical gold may fall under financial regulation, not a simple trading licence. SIRA, DPMS and the approvals that catch founders out

There are three sign-offs. Getting the order right keeps a setup on schedule.

DMCC’s own enhanced due diligence comes first, at application. Expect strict checks on the ultimate beneficial owner, or UBO. Expect source-of-wealth proof, bank references and a credible business plan. Precious metals draw the heaviest know-your-customer scrutiny.

SIRA is the one that surprises people. SIRA is the Security Industry Regulatory Agency. On the mainland, physically handling gold triggers SIRA approval before the licence issues. That means security inspections, CCTV, secure storage, sometimes guards. At DMCC it works differently. Trade from a flexi-desk as an import-export desk and store nothing on-site, and SIRA is generally not required. Your secure storage runs through the DMCC Vault instead. SIRA only returns if your own DMCC office handles, stores or processes gold.

Third comes responsible sourcing and DPMS compliance. DMCC’s rules for risk-based due diligence in the gold supply chain apply to all DMCC gold members. The UAE Ministry of Economy supervises Designated Non-Financial Businesses and Professions, or DPMS, for anti-money-laundering across the free zone. The takeaway is clear. A flexi-desk in Dubai plus the DMCC Vault removes a whole layer of inspection that the mainland route would force on you.

The compliance spine: AML, goAML and responsible sourcing

Gold and stone traders are DPMS under the UAE anti-money-laundering framework. The framework is set by Federal Decree-Law No. 20 of 2018, as amended. The Ministry of Economy supervises it, even inside the free zone. One number matters most: AED 55,000. Any single cash deal at or above it pulls you into full DNFBP duties. So does a set of linked deals that reach it.

Those duties are concrete. Register on the goAML platform with the UAE Financial Intelligence Unit. Run a documented AML and CFT programme. Do customer due diligence on every counterparty. Monitor transactions. Screen against UAE Cabinet Decision No. 74 and global sanctions lists. File Suspicious Transaction Reports through goAML. Keep records for five years. Appoint a compliance officer. Train your staff.

Responsible sourcing sits on top of standard AML. The UAE regime follows the OECD five-step Due Diligence Guidance for minerals from conflict-affected and high-risk areas. So you must document where your gold came from, not just that the money is clean. Enforcement is real. The Ministry reported more than 1,000 DPMS violations and fines above AED 42 million in the first half of 2025 alone. The right move is to build the AML framework first, as part of wider AML compliance in the UAE. It should exist before the licence issues, not after.

The mistake that stalls the licence and the bank account

The most common mistake is simple. Traders treat AML and sourcing as something to add after the licence. They focus on the permit and the bank account first. Then the problem hits. Their due-diligence procedures, source-of-funds papers and sourcing policy must already exist, and look credible, at application and at banking. A thin AML story stalls the bank account. A weak sourcing policy on a physical-gold business is exactly what an inspection flags. There is an opposite error too. Some founders assume SIRA is always required, then delay a setup over an approval a flexi-desk never needed.

Dubai Good Delivery is a refiner standard, not a trader one

This is the correction most guides miss. Dubai Good Delivery now aligns to the UAE Good Delivery, or UAEGD, standard. It is a refiner accreditation. UAEGD is the standard for 1kg and 12.5kg gold bars of at least 995.0 fineness. Earning it needs an actual refinery. That means smelting and assaying facilities, real capital and expert staff. The refinery also submits to independent third-party audits against DMCC’s responsible-sourcing protocol. The accredited list is kept under the Ministry-chaired UAE Bullion Market committee.

So for a new trader, chasing UAEGD accreditation is neither realistic nor needed. What a trader does instead is work with UAEGD-accredited bars. You buy and sell product that carries the mark. The mark is what makes the metal deliverable and globally trusted. You trade the output of the accreditation. You do not apply for it on day one. Inside the Dubai Diamond Exchange (DDE)

The Dubai Diamond Exchange sits in Almas Tower. It is the only diamond and coloured-stone bourse in the GCC. It is also the world’s largest diamond-tender platform. More than 1,300 gem companies are based there. It is affiliated to the World Federation of Diamond Bourses, or WFDB. Membership is open to trading, manufacturing, jewellery, polishing, pearl and precious-stone companies. It is open to both DMCC members and non-members. Several tiers exist, and the cost varies by tier.

Who needs it? Diamond, coloured-stone and pearl traders who want into the tender market and the global network. It is not strictly required to trade stones. But it is the credibility and access layer. Members follow the DDE Code of Business Conduct and its ethical-sourcing rules. This fits the UAE’s membership of the Kimberley Process.

What it unlocks is real. You get priority access to rough and polished diamond tenders. You can host your own tenders at the DDE facility, which has 41 viewing stations and room for up to 200 buyers. You get WFDB arbitration for disputes. You get access to the DDE Vault. And you get the network of the Dubai Diamond Conference. For a serious stones trader, that is the difference between working beside the market and working inside it.

The infrastructure that matters first: the DMCC Vault and Tradeflow

The infrastructure is what makes DMCC more than an address. But the parts that matter early are fewer than the brochure suggests.

The DMCC Vault matters first. Brink’s Global Services runs it, five levels below Almas Tower. Store your physical gold there and you trade without on-site storage. That is what keeps you off SIRA and on a flexi-desk. DMCC Tradeflow is the second early essential. It is an electronic registry. It issues warehouse receipts, called warrants, against stored commodities. That digitises ownership. So you can transfer title and raise trade finance against your metal. UAEGD bars with warrant status in Tradeflow are exchange-deliverable.

For diamonds, the DDE Vault gives robotic, insured storage. Specialist secure-logistics carriers matter once you move goods across borders. In year one, focus on the Vault and Tradeflow. Take a business-to-business wholesale gold, diamond or commodity setup. Put it on a flexi-desk with one visa. A realistic all-in first year is roughly AED 50,000 to 120,000.

Keep the AED 50,000 share capital in view. It is working capital you deposit, not a sunk cost. Two things push you well above the band. Refining is one, with its AED 1,000,000+ capital. Physical bullion import is the other, since it brings letter-of-credit and trade-finance costs from your bank. Be wary of cheap quotes. On timing, plan for 4 to 8 weeks from application to trading-ready. The licence can issue in about one to four weeks once enhanced KYC clears. But a licence is not the same as trading-ready. You still need the bank account, visas and Emirates ID before you transact.

Banking is the structural bottleneck. Banks treat precious metals as high-risk and run enhanced due diligence as standard. Budget two to four weeks at best. Expect a minimum operating balance of around AED 25,000 to 50,000 for a gold-trading account, on top of your share capital. What makes a bank comfortable? A clear business plan. A documented AML framework. Solid source-of-funds and source-of-wealth proof. Realistic transaction volumes. A credible trading background. And, for physical gold, a responsible-sourcing policy. What makes it nervous? A cash-heavy model, vague source of funds, weak controls, and any hint of conflict-area sourcing.

When DMCC is the wrong call

We steer clients away from DMCC more often than the marketing suggests. The right zone depends on what you do with the gold. Take Dubai’s Gold and Diamond Park, which sits within the JAFZA framework. It is built for jewellery making and on-the-ground retail. It has 118 fabrication blocks with gas distribution, ventilation and acid-disposal infrastructure. It also has retail showrooms. So if you physically make jewellery, or run a showroom with walk-in customers, DMCC is the wrong fit. What they underestimated was the sourcing and KYC work. When the bank ran enhanced due diligence, they could not quickly prove the origin of their stones or the source of their funds.
