Ajman DED will license you without us. The portal is public, you sign in with UAE PASS, and the licence fee is AED 600 a year.
What it will not do is tell you that the desk you are about to lease cannot carry your activity. That is where Ajman files fail. Business setup in Ajman runs through an attested tenancy. The tenancy has to match the activity before the Department prints anything. So the first thing we do on a new file is read the unit, the landlord’s papers and the permitted use. That happens before any deposit leaves your account.
Key facts: our Ajman setup service
| Question | Short answer |
|---|---|
| Who files it | Our in-house PRO team, at Ajman DED, as attorney for you. No partner firm in Ajman |
| What the fee covers | Activity and trade name, approvals coordination, premises, the lease check and attestation, MOA and notary, Chamber, signboard, establishment card, UBO filing, corporate tax registration and your bank file |
| Quoted separately | Residence visas per person, VAT registration, and the renewal filing when it falls due |
| Fee basis | A fixed fee agreed in writing before work starts, VAT on top, government fees listed separately |
| Year one to plan for | AED 22,000 to 30,000 for a one-shareholder LLC with one activity, a serviced office and one investor visa |
| Time to licence | 3 to 5 working days for desk-based activities, once the lease is attested and any external approval is in |
| What we will not promise | A corporate bank account. Approval sits with the bank |
| Free zone files | We file at Ajman Free Zone and Ajman NuVentures Centre too, and claim no agent status with either |

The lease decides whether your licence issues
Every Ajman mainland licence needs an address. That address needs a tenancy attested by the Ajman Municipality and Planning Department. A mailbox will not pass. Nor will a partition without its own unit number.
The landlord is not checking your side of it. A business centre will happily sign a desk agreement for a general trading company. Ajman DED then refuses the file, because that activity needs somewhere to keep goods. By then the deposit is paid and the term has started.
So we check three things before you sign. The unit’s permitted use. The landlord’s title deed, or their authority to lease it. And whether Ajman DED accepts your activity at that type of premises. It takes a day. It is standard on every file we run, and it is the single step that saves the most money on an Ajman setup.
Once the lease is agreed, Municipality attestation is quick. It usually takes one to two working days. What delays it sits on the landlord’s side. Ownership records in the wrong name. Unpaid dues on the unit. Or a permitted use that does not match your plans.

What you pay, and where our fee sits
Your total has three parts, and only the third one is ours.
| Part of the bill | What it looks like |
|---|---|
| Ajman DED and Chamber | AED 600 economic licence, AED 100 initial approval plus AED 50 administrative services, AED 350 trade name reservation, AED 350 banner permit with AED 100 form approval, AED 200 each for the commercial register, the unified activities register and the registration certificate, AED 3,000 LLC publication, AED 1,500 CSR contribution, and Chamber membership from AED 500 |
| Everything after the licence | Your tenancy, the establishment card, and each residence visa with its medical, Emirates ID and insurance |
| Our professional fee | Fixed, agreed in writing before work starts, with VAT on top |
The register entries and the publication charge are one-time. The CSR contribution is not. It is charged every year, with no small-company waiver. It is the line that surprises clients most at first renewal.
On our own files, business setup in Ajman lands at AED 22,000 to 30,000 in year one. That is a one-shareholder LLC with one activity, a serviced office and one investor visa. The full build, fee by fee, with the items the Department’s own estimator leaves out, sits in Ajman trade licence cost.
We publish our fee basis rather than a price. The work changes with the activity, the structure and the number of visas. You get the number in writing before anything is filed. Government lines are shown separately, so you can see which part is ours. Every figure on this page is indicative, reflects our current quoting, and is not a quotation.
Who files your Ajman company
Our PRO team files at Ajman DED directly, acting as your attorney. We do not hand the file to a local agent and mark it up. The same in-house team files mainland companies in Ras Al Khaimah and Umm Al Quwain. Ajman sits inside that northern-emirates practice rather than being a one-off.
Two things follow, and we would rather say them than have you find out. Our published experience is the northern-emirates mainland practice as a whole, not a roll call of Ajman clients. And the firm has formed more than 5,000 UAE companies since 2014, which is why the detail above is specific rather than generic.
Still comparing firms rather than emirates? The questions worth asking anyone you shortlist sit in our guide to choosing a business setup consultant in Dubai. They apply just as well in Ajman.
Your desk or unit, and the visa quota it carries
We find desks and small offices through Ajman business centres and landlords we already work with. We do not publish a desk price, because the landlord sets it and it moves.
What we can tell you is what each type of space does to your headcount. Ajman has no published visa-per-area formula, so treat any page that gives you one with care. Immigration sets your quota when the establishment card is opened. It weighs the demised area, the activity and your stated headcount together. These are the numbers we plan around.

| Premises | Visas to plan for |
|---|---|
| Shared or business-centre desk | 2, sometimes 3 where the activity is clearly desk-based |
| Standalone office, 15 to 25 sqm | 3 comfortably |
| 50 sqm or more | 6 or more, with a quota increase application budgeted |
Fix your eighteen-month headcount first, then lease to it. Moving up a size later means a new tenancy, a fresh establishment card and lost weeks. The premises side is covered in office setup in the UAE. Your activity drives both the licence type and the premises rule, and how to choose a business activity covers that choice.
How the file runs, week by week
A desk-based file runs like this with us. Regulated activities take longer, because another authority has to approve the premises before the licence prints.
| Stage | Typical timing |
|---|---|
| Activity check, trade name reserved, initial approval | Days 1 to 2 |
| Lease agreed and checked, then attested with the Municipality | Days 2 to 4 |
| MOA signed before the notary, fees paid | Day 4 |
| Licence, Chamber certificate and signboard permit issued | 3 to 5 working days from the attested lease |
| Establishment card opened | 3 to 5 working days after the licence |
| Investor visa filed, security clearance | 1 to 2 weeks |
| Medical, Emirates ID biometrics, residence issued | 1 to 2 weeks after that |
| Corporate bank account | 3 to 6 weeks with a resident signatory |
These are practitioner ranges from our northern-emirates files, not published service levels. The stage-by-stage detail, including how the timeline changes by activity, is in Ajman mainland business setup.

Four commitments come with every engagement. A fixed fee, agreed in writing before work starts. A reply on WhatsApp within 24 hours. One named coordinator on your file. And the same in-house team on your renewals.

Tell us what you will invoice for, where your customers are, and how many people need visas in the next eighteen months. You get a written quotation with every line in it, including the ones that land after the licence.
Setting up from outside the UAE
You do not need to be here to start. A named member of our PRO team holds a power of attorney and files on your behalf.
Sign the power of attorney abroad and it goes before a notary there. Then to the UAE embassy in that country. Then to the Ministry of Foreign Affairs here. Allow one to three weeks, depending on the country. We coordinate that chain inside our fee, and embassy and ministry charges are passed on at cost. Legal translation is added where documents are not in English or Arabic.
Where every signatory holds a verified UAE PASS, we file digitally on the Ajman DED eServices Portal, including the Go Business fast-track pathway. Where they do not, we file in person under the power of attorney. Either way, the licence and the establishment card can be done before you land.
Plan one trip of five to seven working days, timed to arrive after the entry permit is issued. That covers entry, the medical, Emirates ID biometrics and a bank meeting. Note that the Ajman mainland investor permit is a two-year residence visa, and it is issued electronically rather than stamped in the passport.
If the file is refused, what you lose
Most vendor pages skip this part. It is the one clients ask about.
Government fees already paid do not come back. That means the trade name reservation, the initial approval fee, and any external approval fee your activity needed. A standard name costs AED 350, and a foreign or non-Arabic one costs more. Those go to the authority, and the authority keeps them.
From our own fee, we refund the stages we have not started. That is a stage-based refund, not a money-back guarantee, and we will not describe it as one.
The way to make a refusal unlikely is to spend the first two days properly. Pick activities that match what you will really invoice for. Pick a name that fits those activities. Pick a structure that suits the owner, and a unit that suits the activity. Refusals in Ajman nearly always come from one of those four being rushed.
Bank account support, and the limit on it
Approval rests with each bank under its own compliance policy. No consultant can guarantee an account, and anyone who does is selling something they do not control.
What we control is the file. We match your profile to a bank whose appetite fits, before anything is submitted. We prepare the business summary, the source of funds note and the ownership pack. We arrange the introduction and get you ready for the compliance interview. Across more than 4,500 corporate bank account applications, that preparation is what separates a clean first attempt from a long one.
One Ajman point. No bank has an Ajman policy. Several do want the signatory at a branch, and Ajman files often get routed to a Sharjah or Dubai appointment. Banks with real northern-emirates branch networks are the smoother route. What a strong application looks like is set out in opening a business bank account in Dubai.
Year two, and the year three nobody budgets for
Renewal reminders and corporate tax registration are included in your engagement. Renewal filing, establishment card renewal, VAT registration and bookkeeping are quoted when they fall due.
The shape of the cycle matters more than any single fee. Year two is the low one, at AED 14,000 to 17,000. The register entries and the publication charge do not repeat. Year three climbs to AED 19,500 to 26,000, because the investor permit runs two years and the visa comes back around.
One rule, learned the expensive way. Your licence cannot renew if the tenancy behind it has lapsed. So we set the lease date three weeks ahead of the licence date on every file. A lapsed licence takes the establishment card with it, and that blocks visa renewals. DED late fines start at AED 250 for missing the one-month window. Add AED 200 for each month after, and a part month counts as a full one. Checking a licence and its status is covered in Ajman trade licence check, and the renewal steps are in Ajman trade licence renewal. If you would rather hand the cycle over, trade licence renewal is the service page.
Taking over a file another agent started
You are not locked in. Ajman DED has no partner portal to transfer, so access moves either through your own UAE PASS or through a fresh power of attorney to our PRO.
The review is free. We look at where the file stands, what has been paid, what has lapsed and what is blocked. Then we quote the work. Fines are quoted from the Digital Ajman schedule rather than estimated. There is no takeover charge.
Two situations come to us most often. A licence issued with no establishment card, so the visa cannot start. And a licence that expired while everyone assumed someone else was renewing it.
If an Ajman free zone is the better answer
Ajman has three free zone authorities as well as the Department of Economic Development. They answer a different question. The short version is this. A mainland licence lets you contract and invoice customers in all seven emirates. A free zone licence does not, unless you add a distributor, a branch or a permit.
We file in Ajman Free Zone and Ajman NuVentures Centre as well, so this is not a push toward the mainland for its own sake. We hold no agent or partner status with any Ajman free zone, and we will not claim one. Say so at the first call if your customers are overseas, or if a distributor will carry your UAE sales. We will scope the free zone route instead. The general trade-off is set out in free zone versus mainland, and the Ajman-specific version is in Ajman free zone or Ajman mainland.
Where we tell founders to licence somewhere else
An Ajman licence is a full mainland licence, with the same trading rights as a Dubai one. What it cannot do is put your premises in another emirate. That one rule decides most of the cases where we turn the work down.
- Retail and any business whose customers walk in, when the footfall you want is in Dubai.
- Real estate brokerage, which belongs where the inventory and the buyers are.
- Advisory work sold to Dubai government entities, DIFC firms or enterprise procurement teams, where the address is part of the sale.
- Regulated healthcare and education, unless the site itself is genuinely in Ajman.
In those cases we say so, and quote the right emirate instead. Our mainland licence service covers all seven, and the neighbouring routes are Umm Al Quwain business setup and Ras Al Khaimah company formation.
The desk lease we stopped
A founder came to us with a desk agreement ready to sign in an Ajman business centre, for a general trading activity. The rate was good, and the landlord wanted a deposit that week.
At the pre-deposit check we flagged the mismatch. General trading carries a storage question, so the file needed a unit rather than a desk. We moved him to a small office unit before any money was paid. The licence then went through without a refusal.
Had the deposit gone down first, he would have paid for a desk he could not license on. And he would have been hunting for a unit he had not budgeted for. This case is representative of our northern-emirates practice rather than a named client file.
Before you pay a deposit
The small part of an Ajman setup is the licence. The costly part is a premises decision made in the wrong order. It is nearly always made in the week a landlord asks for a deposit.
Send us the activity you want, the space you are being offered, and the headcount you expect over the next eighteen months. We will tell you whether that unit can carry that licence. Then we quote the whole of year one in writing, before anything is filed. Call or WhatsApp +971 52 233 0011, or email connect@best-solution.ae.
