Ajman Trade Licence: Full UAE Trading Rights, Low Fees

23 min read

A 2,000 square foot warehouse unit in Ajman’s Al Jurf industrial area runs about AED 40,000 to 55,000 a year. The same unit in a Dubai industrial area costs two to three times that. The government licence behind it, issued by the Ajman Department of Economic Development, costs AED 600 a year.

That is the Ajman story in two numbers, and the second one is the less important of the two. Ajman’s saving is a property saving with a licence attached. The licence is a full UAE mainland licence, with the same trading rights as a Dubai one, and it sits half an hour from Sharjah and inside an hour of most of Dubai.

What an Ajman trade licence is, and who issues it

An Ajman trade licence is the document that allows a person or a company to carry out a specific economic activity in the emirate of Ajman. Ajman DED describes it as “an official document issued by the Department and serves as the document according to which a natural or legal person is allowed to engage in a specific economic activity”. No activity, no licence. The activity you pick is the licence you get.

Ajman DED is the mainland licensing authority for the emirate. That matters because Ajman also hosts three free zones, and people mix them up constantly. A mainland licence from Ajman DED lets you sell directly to customers anywhere in the UAE. A free zone licence from Ajman Free Zone, Ajman Media City Free Zone or Ajman NuVentures Centre Free Zone does not, at least not without a distributor, a branch or a mainland operating permit. If you have not settled that question yet, start with free zone versus mainland in the UAE, then come back.

Three documents arrive together at the end of the process: the trade licence itself, an Ajman Chamber of Commerce and Industry membership certificate, and a commercial signboard permit. The Chamber membership is not optional paperwork you can skip later. It is issued with the licence, and it is priced by class.

The belief we correct most often

Clients arrive thinking an Ajman licence is a lesser licence. They assume it sits somewhere between a free zone permit and a real mainland licence, that it carries restricted rights, that banks and government buyers treat it as a second-tier document, and that the low price is the reason.

It is not. An Ajman DED trade licence is a full mainland licence under the same federal framework as Dubai. Same trading rights across all seven emirates, same tender eligibility, same customs code, same corporate tax position, same banking framework. The difference is the cost of an Ajman address against a Dubai one, and nothing else in the legal instrument.

There is one real limitation, worth stating in the same breath. You may sell to a customer anywhere in the UAE from an Ajman licence. You may not run a physical place of business at a Dubai address on it. That is a premises rule, not a restriction on your rights.

Where Ajman sits among the seven emirates

Every emirate has its own economic department, and each one sets its own fees and rules. Dubai has Dubai Economy and Tourism, Sharjah has SEDD, and Ajman has Ajman DED. A mainland licence from any of them carries the same federal trading rights. What changes is the price of the licence, the price of the premises, and how close you are to your customers.

Ajman is one of the lower-cost northern emirates, alongside Umm Al Quwain, Ras Al Khaimah and Fujairah. Its advantage inside that group is position. Ajman borders Sharjah and sits under an hour from most of Dubai, so a cost-led company gets a low fee base and a large nearby market at the same time.

How much does an Ajman trade licence cost?

The Ajman DED licence fee is AED 600 a year. Around it sit fixed government charges: AED 50 for the administrative services application, AED 350 for the commercial banner permit, AED 200 for the commercial register, AED 200 for the unified economic activities register and AED 200 for the commercial registration certificate. An LLC adds AED 3,000 to publish its official documents, and the CSR fund contribution is AED 1,500.

Here is the official schedule as Ajman DED publishes it for both issuance and renewal.

Two of those lines catch people out. The CSR contribution is charged on every renewal, not once at setup. There is no small-company waiver and no proration for a short first year, so carry AED 1,500 in the annual budget permanently. This is the item clients are most often surprised by at first renewal, because the setup agent quoted it as a one-off.

Ajman Chamber membership, by class

Chamber membership is billed separately. The class is assigned by the authority on activity type and declared capital. You do not choose it and you do not negotiate it.

ClassFee (AED)Who lands here
Class One5,500Large-capital contracting, industrial and general trading entities
Class Two2,500Larger trading and contracting companies
Class Three2,000Trading houses with real declared capital
Class Four1,000Standard trading LLC, one or two activities
Class Five500Small consultancy or single-activity service firm

Source: Ajman Chamber, membership for economic establishments. Free zone companies pay less, at AED 1,500 for Class A and AED 500 for Class B.

Ajman Chamber membership fee classes from AED 500 to AED 5,500 for DED-licensed companies

If you are reading the AED 500 to AED 5,500 spread and wondering which end is yours, it is the bottom. A standard trading LLC lands on Class Four, occasionally Class Three, so budget AED 1,000 with AED 2,000 as the ceiling. A small consultancy lands on Class Five, occasionally Class Four, so budget AED 500 to AED 1,000. No SME we have licensed has landed on Class One.

What a working company actually costs

The government schedule is not the bill. Here is what an Ajman trade licence costs in practice, for an LLC with one activity, one shareholder, a small office and one investor visa costs, from our completed files.

ScenarioYear oneYear two
LLC, small office, one investor visa, all inAED 18,000 to 26,000AED 12,000 to 17,000
Same, excluding the tenancyAED 13,000 to 18,000AED 8,000 to 11,000
General trading, addAED 4,000 to 6,000AED 4,000 to 6,000

Year one covers trade name, initial approval, the economic licence, the register entries, MOA notarisation and LLC publication, Chamber membership, the CSR contribution, the signboard permit, a small office tenancy with Municipality attestation, the establishment card, and one investor visa with medical, Emirates ID and stamping. Year two is lower because the registration and publication charges do not repeat.

Ajman trade licence real cost, AED 18,000 to 26,000 in year one and AED 12,000 to 17,000 in year two

Anything with an external regulator behind it sits higher again, and should not be quoted from a page like this one. These are practitioner ranges from completed files, offered as guidance rather than as a quotation.

Notice what the excluding-tenancy row does. Strip out the office and the visa and you can produce a headline near AED 13,000, which is roughly how agency pages arrive at a number no client ever actually pays. The full line-by-line build, with every exclusion named, sits in Ajman mainland licence cost.

For an emirate-by-emirate view of what a first year costs elsewhere, the cost of starting a business in Dubai is the useful comparison, because Dubai is the benchmark most founders arrive with.

Types of Ajman trade licence

An Ajman trade licence is issued by activity group rather than by package name. Four types cover almost every application.

  • Commercial licence. Buying and selling goods. Trading, import and export, retail and distribution sit here.
  • Professional licence. Selling a skill rather than a product. Consultancy, IT, marketing, design and maintenance work sit here.
  • Industrial licence. Making, processing, assembling or packing goods. It needs premises that suit production, and a longer approval file.
  • E-commerce activity. Selling online. It goes on a mainland licence as an activity, not as a separate regime.

The choice is not cosmetic. Your activity fixes your legal form, your approvals, your Chamber class and your fee. It also follows you afterwards, into your bank application and your tax position. Picking an activity that roughly describes the business, rather than the one that matches what you actually invoice for, is the most common and most expensive mistake we correct. How to choose a business activity walks through the method.

The four Ajman trade licence types: commercial, professional, industrial and e-commerce

The full Ajman trade licence activities list covers the codes and how many fit on one licence. Makers and storage-heavy businesses should read the Ajman industrial licence and Al Jurf plots page instead. The premises rules and the timeline there are different.

A single owner can hold a sole establishment. Two or more owners, or a single owner wanting limited liability, use a Limited Liability Company. Professional activities can also run as a civil company. A foreign company can register a branch. The structure changes your MOA requirement, your publication fee, your liability and, as the next section explains, whether you need an agent at all. Types of business in the UAE sets out the options side by side.

Does an Ajman trade licence give 100% foreign ownership?

Yes, for ordinary commercial and professional activities, and without argument. Federal Decree-Law No. 26 of 2020, which amended Federal Law No. 2 of 2015 on Commercial Companies, removed the requirement for commercial companies to have a majority Emirati shareholder or agent, and opened full foreign ownership to non-Emiratis.

Where it stops, in our experience, is narrower than people expect. Security services and guarding, manpower supply and recruitment, and certain licensed passenger transport activities come back requiring Emirati participation or an agent. Those are the strategic-impact and separately-regulated cases, and they behave the same way in every emirate.

The sole establishment trap

There is one Ajman-specific point that costs clients real money, and it is structural rather than activity-based.

A foreign professional who wants to licence in his own name, as a sole establishment, is still routed through a Local Service Agent arrangement. The agent holds no ownership and takes no share of profit. He signs, and he costs AED 5,000 to 8,000 a year on a written agreement. Read that on the DED service page in isolation and you conclude Ajman has not implemented the federal ownership reforms. That conclusion is wrong. The agent requirement attaches to the sole establishment structure, not to LLCs.

We do not negotiate the agent down. We change the structure. The same professional, as a single-shareholder LLC, owns 100%, needs no agent, and pays the MOA publication cost once instead of an agent fee every year. It pays for itself inside eighteen months, and it removes a person from the client’s file permanently. The role itself is explained in local sponsor and service agent in the UAE.

What “full UAE trading rights” actually lets you do

An Ajman trade licence lets the company contract with and invoice customers in all seven emirates, including Dubai and Abu Dhabi, with no extra permit. That is the main reason to choose mainland over a free zone.

Where it stops is physical presence. If you want a shop, a staffed office or a warehouse in another emirate, you register a branch there or take that emirate’s permit. Your licence is issued by Ajman, so Ajman is your operating base.

The rule we give clients is short. Invoice anywhere. Operate physically where you are licensed, unless you branch.

Government work follows a similar pattern. Being a mainland company is what makes public tendering possible at all, and an Ajman company can bid for Ajman and federal tenders. Another emirate’s own procurement often expects a bidder registered in that emirate, so a Dubai government contract may need Dubai registration regardless of your Ajman licence. If a specific authority’s tender is the plan, check its registration rules before you choose the emirate.

Free zone companies reading this for comparison should look at the free zone mainland operating permit, which is the route into mainland trading from the other side.

How to get an Ajman trade licence, step by step

Ajman DED runs the process digitally, and you log in with UAE Pass. The Department lists the sequence as follows.

  1. Reserve the trade name, online or at a service centre. The name has to fit the activity and carry the legal form.
  2. Get approval from the Federal Authority for Identity and Nationality. This step applies to foreign nationals.
  3. Collect external approvals from the bodies that regulate your activity. Food, health and education need this. Most trading and consultancy work does not.
  4. Attest the lease contract with the Municipality and Planning Department.
  5. Pay the prescribed fees.
  6. Issue the memorandum of association, for companies.
  7. Collect the licence, together with the Chamber membership certificate and the signboard permit.

Documents are light: Emirates ID for nationals and residents, or a passport copy for visitors, plus security clearance for residents. Branches add the parent licence, the commercial registration certificate and the MOA amendment annex.

How long it really takes

Ajman DED gives the service duration for licence issuance as ten minutes. That is the counter time once your name, approvals and attested tenancy are in hand. It is not the time from decision to open for business, and the honest range depends entirely on whether anyone has to visit your premises first.

What you are licensingRealistic time to licence
Consultancy, IT, e-commerce or trading on a desk3 to 5 days
Activity needing a site inspection, such as retail or a salonWeeks, with Civil Defence sign-off first
Restaurant, cafeteria or foodstuff handlingAround 6 weeks
Industrial and manufacturing4 to 8 weeks

Clients who have been told “Ajman is fast” apply that to the wrong file type constantly. It is fast for a desk-based licence. It is a normal regulated timeline for anything with a kitchen, a clinic or a production line behind it. The full sequence, including what runs in parallel and what can be done from outside the UAE, is covered in Ajman company formation steps.

You can also reserve the name yourself on the Ajman DED portal before speaking to anyone, and trade name registrationexplains what gets rejected and why.

Office, tenancy and visa quota

Every Ajman trade licence needs an address, and that address needs a lease attested by the Municipality and Planning Department. A mailbox or a borrowed address does not pass.

Which activities can sit on a desk

A shared desk or a small unit is accepted for activities with no public footfall and nothing physical on site. That covers management consultancy, marketing and advertising services, IT and software services, e-commerce and online trading, business support services, most professional and civil-company activities, and general trading where the goods never touch an Ajman address.

It is refused, every time, for retail shops and showrooms, restaurants, cafeterias and any foodstuff handling, clinics and health activities, training and education centres, salons and beauty, garages and vehicle workshops, building contracting, recruitment and manpower supply, travel agencies, and real estate brokerage. The common thread is that a regulator above the DED, or the Municipality, has to be able to visit an address and match it to what is on the licence.

There is no single published minimum area. In practice, Municipality attestation for a commercial office is not granted on a partition without a demised unit number, so treat 15 sqm as the floor for a standalone office. Below that you are in shared-desk territory, whatever the landlord calls it.

Inspection follows the same split. Desk-acceptable activities get no pre-issue site visit, because the attested tenancy is the check. Everything on the refused list is inspected before the licence issues, with Civil Defence sign-off before that. Signage inspection happens after issue for everyone.

One representative case from our northern-emirates practice: a client with a cleaning services activity assumed a desk would do. Cleaning carries a labour accommodation and materials storage question, so it was refused on a desk and issued on a 30 sqm unit with a store. Two weeks lost to an assumption.

How many visas you can sponsor

Ajman does not run a published visa-per-area formula, so be wary of any page that gives you one. The DED issues the licence against the attested tenancy. Immigration then sets the quota separately, when the establishment card is opened, and assesses it against the demised area, the activity and your stated headcount together. Area alone does not decide it.

These are the numbers we plan around.

PremisesVisas to plan for
Shared or business-centre desk2, sometimes 3 if the activity is clearly desk-based
Standalone office, 15 to 25 sqm3 comfortably
50 sqm or more6 or more, with a quota increase application budgeted

Fix your eighteen-month headcount first, then lease to it. A five-person logistics support company in our practice came to us on a business-centre desk with a two-visa card and needed five. The fix was not an appeal. It was a 40 sqm unit in the same building and a fresh card, done in two weeks, and cheaper than the appeal would have been.

Each residence visa carries its own processing cost, covered under UAE residence visa, and office setup in the UAE covers the premises side.

Validity, renewal and what happens if you are late

Ajman DED states that a licence is valid for a minimum of one calendar year and a maximum of three years, where the renewal conditions are met. Most emirates renew annually, so the multi-year option is worth understanding before you assume it is a bargain.

About one in five of our clients takes a multi-year term, almost always two years rather than three. It saves the repeat administrative and register fees plus one cycle of renewal handling. It does not save the CSR contribution, which is assessed per year of validity. Across the term that is a few thousand dirhams and one afternoon of admin, not a structural saving.

Two reasons not to do it, and both are common. Your licence term cannot exceed the tenancy behind it, so a three-year licence generally needs a three-year lease first, which is the worse trade in a market with softening small-unit rents. And if you add an activity, change shareholders, change the manager or move premises, you amend the licence anyway and the prepaid term returns nothing. Our standing recommendation is annual for years one and two, then a two-year term from year three once the shape of the business has settled.

Late renewal

There is a one-month grace period after expiry. After that a monthly late fine accrues, and a part month counts as a full month. Work to AED 500 a month as a planning figure, so a licence twelve months expired arrives at roughly AED 6,000 in penalty on top of the normal renewal cost. Two years expired is materially worse, and the DED can strike the licence, which puts you into reinstatement rather than renewal.

The fine is rarely what hurts. This is the order in which things actually break.

  1. The immigration file. The establishment card lapses with the licence. You cannot renew a staff visa, cannot cancel one cleanly, and cannot apply for new labour approvals. Clients discover this when an employee’s visa expires and they cannot act.
  2. Banking. Once the licence copy on the bank’s file expires, the account moves to restricted or dormant, and incoming transfers can be held. Restoring it takes a renewed licence plus a fresh KYC cycle.
  3. Chamber membership. It lapses with the licence, which blocks certificates of origin and document attestation. Exporters feel this first.
  4. The licence itself. It is not cancelled automatically, but the fine keeps running and the reinstatement threshold approaches.

A client will accept a AED 6,000 penalty and still be genuinely stuck, because an employee can be neither cancelled nor renewed, and that costs more than the fine inside a week. Renewal steps and the fine mechanics are in Ajman trade licence renewal, and trade licence renewal is the service page if you would rather hand the cycle over.

Verifying a licence, yours or a supplier’s, is a separate task. Ajman DED runs a public trade licence inquiry, and Ajman trade licence check covers what each field means.

Ajman mainland or an Ajman free zone?

Both exist in the same emirate and they answer different questions.

Ajman DED mainlandAjman free zone
Sell directly to UAE customersYesNot directly, needs a distributor, branch or permit
Government tendersYesNo
Ownership100% for most activities, as an LLC100%
PremisesAttested lease, activity-appropriatePackages including desk options
Typical entry priceLow government fees, the lease is the variableBundled licence and visa packages
Best fitUAE customers, retail, services, tendersInternational trade, holding, remote operations

The deciding question is who pays your invoices. If they are UAE businesses and consumers, mainland. If they are overseas, or if you will reach the UAE market through a distributor, a free zone is usually simpler. Ajman mainland versus Ajman free zone takes the comparison further.

Ajman, Dubai, or another northern emirate?

Honest comparison, because getting this wrong costs more than any licence fee.

Against Dubai, Ajman wins on premises cost and loses on address. One representative case from our practice: a building materials trading company importing from Asia and supplying contractors across the northern emirates took an Ajman licence, one visa, and a 2,000 square foot unit in Al Jurf. All-in first year came to about AED 62,000, of which AED 45,000 was the unit. The same activity in Dubai, with a comparable unit in an industrial area, came to about AED 135,000. Almost the whole AED 73,000 difference is rent, not government fees.

The other direction matters just as much. A marketing consultancy came to us whose named targets were Dubai government entities and DMCC tenants. Ajman would have licensed them in three days for a third of the cost. We put them on Dubai mainland instead, because vendor registration portals and procurement teams in that buyer set expect a Dubai licence and an office their people can visit, and because a consultancy’s address is part of what it sells. The cheaper licence would have cost them their pipeline. Ajman versus Dubai mainland puts more numbers on the comparison.

Against the other northern emirates, the differences are narrow and specific. Umm Al Quwain edges Ajman on headline government cost and simplicity, and the Umm Al Quwain mainland licence is the lower-priced route. Ajman edges Umm Al Quwain on position, because Sharjah and Dubai are next door and the immediate market is bigger. Ras Al Khaimah trade licence suits industrial and manufacturing plans, and the Fujairah trade licence suits shipping, marine and east-coast trade.

Pick by where your customers are, not by which licence fee is lowest. The lesson we lead with: the cheapest licence is the most expensive one if it is in the wrong emirate for your customer.

Who an Ajman trade licence suits

What we license in Ajman most often:

  • General trading and building materials.
  • E-commerce and online trading.
  • Management, marketing and IT consultancy.
  • Cleaning and facility services.
  • Light manufacturing, packaging and assembly.
  • Transport and logistics support.
  • Contracting subcontract work on northern-emirates projects.

What we advise against licensing in Ajman, and why:

  • Anything selling to walk-in customers whose footfall is in Dubai. The premises rule makes the licence useless to them.
  • Real estate brokerage. The licence belongs where the inventory and the buyers are.
  • Financial advisory and fund-adjacent work with DIFC-facing clients. The address becomes a sales objection.
  • Any business where an enterprise procurement team is the buyer and the address is part of the credibility package.
  • Regulated healthcare and education, unless the site is genuinely in Ajman. There is no point licensing the entity in one emirate and the premises in another.

The line is simple. Ajman is right when your cost base is physical and your customers are anywhere. It is wrong when your customers are specifically in Dubai and they need to walk in.

If the shortlist is now Ajman and the question is who files it, the done-for-you route is set out in Ajman business setup services.

Industrial premises and Al Jurf

If you are manufacturing or storing, the premises decision is the setup. Industrial plots in Al Jurf run roughly AED 12 to 20 per square foot a year. Built warehouse units across Al Jurf Industrial 1, 2 and 3 run roughly AED 18 to 30 per square foot a year, with the spread driven by age, eave height, power load, and whether there is an office and WC block inside. A standard 2,000 square foot unit lands at AED 40,000 to 55,000 a year. These rates were observed in September 2026 and the newer stock sits at the top of the band.

An industrial Ajman trade licence also needs more than a trading file. Expect Municipality planning approval tying the unit to the use, Civil Defence approval and fire system commissioning before the licence issues, environmental clearance where there is any process or hazardous storage, MoIAT registration for genuine manufacturing, a power connection in the company name, and labour accommodation where there is a workforce. The power connection is the most common cause of delay, because it is ordered last and takes longest.

Tax, banking and compliance after the licence

The licence is the start of a compliance file, not the end of the job.

Corporate tax applies federally. UAE corporate tax is charged at 9% on taxable income above AED 375,000, and registration is required whether or not you expect to pay. The emirate you licensed in does not change that. Corporate tax registration covers the filing side.

VAT is separate. Registration is mandatory once taxable supplies pass AED 375,000 in a twelve-month period. You can register voluntarily from AED 187,500.

Beneficial ownership has to be recorded. Ajman DED runs a licence beneficial owners registration service, so the UBO file is maintained at the licensing authority rather than as an afterthought.

Banking

No bank has an Ajman policy. They have a substance policy, and the emirate on the licence is one input to it rather than the decision.

An Ajman file with a demised office, a resident manager named on the licence, an activity that matches the expected inbound payments and a clear supplier and customer story opens on the same timeline as an Umm Al Quwain or Ras Al Khaimah file. A file with a shared desk, a manager outside the country and a general trading activity with no named counterparties struggles, and it struggles identically in all three emirates.

The genuine Ajman friction is geography, not policy. Several banks want the signatory physically at a branch, and Ajman clients get routed to a Sharjah or Dubai appointment, which adds a week and a trip. Local and regional banks with real northern-emirates branch networks are the smoother route. International and digital-first providers cluster their onboarding around Dubai-licensed entities and will take longer with an Ajman address, sometimes without saying so.

Two practical points. Open the banking conversation before you sign the tenancy, not after the licence prints. And treat any promise of assured approval as a warning sign: our record is a licensing record, and banking is a separate decision made by a separate institution. Opening a business bank account in Dubai sets out what a strong application looks like.

The bottom line

Ajman gives you a full mainland licence, UAE-wide invoicing rights and a low government fee base, half an hour from Sharjah and inside an hour of most of Dubai. The bigger saving is not the licence. It is the premises, where a warehouse or an office costs a fraction of the Dubai equivalent.

It is the wrong choice if your customers, your premises or your credibility sit in Dubai, because you will pay for Dubai eventually and pay twice for the detour. Decide where your market physically is, then licence there.

If you want the Ajman route handled end to end, including the activity decision, the tenancy, the licence and the visas, our mainland licence setup service covers exactly this, and quotes the full first-year total rather than the AED 600 headline.

I highly recommend Best Solution Business Setup to anyone looking to start or establish a business in the UAE. Thank you to the entire team for your excellent service and support!
