The UAE changed its visit visa rules in late 2025, and the updates carry into 2026. There are four brand-new visit visa categories. There are new salary rules for sponsoring family and friends. And you can now extend or switch your visa without leaving the country.
If you sponsor relatives, hire from abroad, or plan to visit, these changes affect you. The problem is that most online summaries are vague or already out of date. This guide is not. It breaks down every change in plain language, with the exact numbers, and shows you where applicants actually go wrong.
At Best Solution, our PRO team processes these files at the ICP and GDRFA counters every week. So we will also tell you what the official text leaves out.
What changed: the quick view
Here is the short version before the detail.
| Change | What It Means |
|---|---|
| Four new visit visas | AI Specialist, Entertainment, Events, and Cruise/Maritime, each needs a licensed UAE sponsor |
| New sponsor salary tiers | AED 4,000 / 8,000 / 15,000 by relationship, assessed on basic salary only |
| In-country extension | Extend 30/60-day visit visas online via the ICP portal, no exit (since Dec 2025) |
| Visit-to-work conversion | Switch to employment without leaving the UAE (visa must be in valid status) |
| Tighter entry & overstay | Full document set required; fines now start the day the visa expires |
| Residence updates | Humanitarian permit, widow/divorcee permits, business exploration and truck-driver visas |
The four new visit visa categories
The UAE added four new visit visa types on 29 September 2025: the AI Specialist visa, the Entertainment visa, the Events visa, and the Cruise and Maritime Tourism visa. Each one targets a specific visitor and each needs a UAE-based sponsor licensed in the right sector. You cannot apply for them as a self-sponsored tourist.

The change was announced by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). You can read the official notice at icp.gov.ae. This sponsor requirement is the first point where applicants get confused, so read the table carefully.
| Visa Type | Who It Is For | Key Requirement |
|---|---|---|
| AI Specialist | Artificial-intelligence and related tech specialists | Employer letter naming the AI-specific role (a generic letter fails) |
| Entertainment | Performers and entertainment professionals | Short-term visa via a licensed host |
| Events | Delegates, speakers and staff at conferences, expos, festivals, sports | Host-entity letter with event details |
| Cruise & Maritime Tourism | Cruise ship and leisure-boat travellers | Valid itinerary with UAE stops + licensed sponsor |
AI Specialist Visa
This is for people who work in artificial intelligence and related tech fields. The catch is the paperwork. The employer letter must name the applicant's AI-specific role. A generic employment letter does not work, even if the person really does work in AI. Our advisors run this eligibility check first, because applying as 'tech' instead of 'AI' produces a category-specific rejection.
Entertainment Visa
This is a short-term visa for performers and entertainment professionals. It supports the UAE's growing live events and media sector.
Events Visa
This is for delegates, speakers, and staff at conferences, exhibitions, festivals, and sports events. The host entity provides a letter with the event details.
Cruise and Maritime Tourism Visa
This is a multiple-entry visa for cruise ship and leisure boat travellers. The applicant needs a valid itinerary with UAE stops and a licensed sponsor.
New sponsor salary rules for family and friends

This is the change UAE residents ask about most. If you want to sponsor someone for a visit, your salary now has to meet a set level, based on your relationship to the visitor. The ICP introduced these tiers in September 2025 and they apply across all emirates (confirmed by Khaleej Times).
| Sponsor Relationship | Min. Basic Salary | Proof Needed |
|---|---|---|
| First-degree family (spouse, children, parents) | AED 4,000 | Proof of kinship |
| Second / third-degree relatives | AED 8,000 | Proof of relationship |
| Friends (non-relatives) | AED 15,000 | Formal proof of relationship |
Two things trip people up here, and both are expensive mistakes.
First, the salary test uses basic salary only. It does not use your total package. Say your contract shows AED 9,000 in total: AED 6,500 basic, AED 1,500 housing, and AED 1,000 transport. You do not meet the AED 8,000 relative threshold, because only the AED 6,500 basic counts.
Second, proof of relationship is formal. For the friend tier at AED 15,000, a WhatsApp history or a social media link is not enough. GDRFA wants real documentary proof of the relationship. Sponsors who assume otherwise get rejected.
One more point, because forums get this wrong. The salary rule is about the sponsor, not the visitor. A sponsor earning AED 4,000 basic can sponsor immediate family. The visitor's own income does not enter the calculation at all.
Extend or switch your visa without leaving the UAE
For years, the rule was simple and painful. If your visit visa was ending, you left the country and came back. People called it a visa run.
That has changed. Since December 2025, most 30-day and 60-day tourist and business visit visas can be extended from inside the UAE, online through the ICP portal. There is no need to exit. (The UAE government's own visit-visa overview is at u.ae.)
There is also a separate rule for hiring, and it is very useful. A visitor can convert a visit visa into an employment residency without leaving the country. This in-country status change has been available since 2018, and it remains the most important rule for companies hiring international talent. Here is how it works:
- Secure an official job offer from a registered UAE company.
- The employer applies for a MOHRE work permit and files an in-country change-of-status request via ICP or GDRFA.
- You receive a 60-day employment entry permit.
- Complete the medical, biometrics, Emirates ID, and residence stamping, with no exit required.
The time saved is real. In the old exit-and-reentry route, a candidate lost ten to twenty-one days, including travel. In our experience, a clean in-country conversion takes about seven to fourteen working days. The cost saving is the flight plus the entry permit reissue fee, usually AED 1,000 to AED 3,500 depending on nationality.
There is one hard rule to respect. The visit visa must be in valid status when you apply to convert. An overstayed or expired visit visa is a serious problem. In many cases the sponsor marks the person as absconding, and that must be cleared (a visa cancellation or absconding-removal step) before any new visa can move. We screen for this before we start any conversion.
Myth check
visit visas cannot be extended forever. The December 2025 rule allows extension and one conversion to employment. It does not allow indefinite stay. Beyond the permitted limits, overstay rules apply.
Updated entry permit and document rules
Entry checks are tighter now. Whatever visit visa you apply for, expect to provide a clear, complete document set. Missing items are the most common reason a clean application stalls. For most visit visa applications, prepare:
- Passport copy, passport-size photo, and a copy of the passport's external cover
- Proof of accommodation (hotel booking or host details)
- A confirmed return ticket
- Financial proof of sufficient funds
- Valid health or travel insurance for the stay
- Proof of kinship or relationship when sponsoring a visit
Overstay fines also work differently. The informal grace period is gone. Fines now start the day the visa expires, so track your dates closely.

Updated residence permits and special cases
The 2025 reforms went beyond visit visas. Several residence rules were updated at the same time, and they matter for families and specific workers.
Humanitarian residence permit
This is a new permit for people from crisis-affected regions. It allows residence in the UAE without a local sponsor. It is valid for one year at first, with possible extension. It is granted at the discretion of the Federal Authority, and it ends if the holder leaves the country.
Permits for widows and divorcees
A foreign widow or divorcee can now get a one-year residence permit, renewable for similar periods. If the late or former husband was Emirati, a woman with no children can apply. She must do so within six months of the death or divorce. If he was a foreigner, a woman with custody of her children can apply. She must be in the UAE at the time. Financial solvency and suitable housing are required.
Business exploration visa
This lets foreign nationals make multiple short visits to study the UAE market and meet partners. Since the 2025 update, the bar is higher. Applicants must show funds, proof of relevant experience abroad, and a clear plan to set up here. If you are weighing options, compare it with other business visa types in Dubai.
Truck drivers visa
This is a work visa for foreign drivers hired by licensed freight and logistics companies. Drivers can get single-entry or multiple-entry permits. The sponsoring company must meet a financial guarantee, pay the set fees, and provide health insurance before approval.
A real case from our desk
A UK technology professional was invited to Dubai for a three-month project by a UAE mainland company. The plan was simple: bring her in on a visit visa, then convert to employment once the project was confirmed.
The complication was small but dangerous. Her passport carried a hyphenated surname. A previous UAE entry had recorded it one way, and an older visa record had used only the first part. The ICP system flags name mismatches from earlier records during new applications.
We caught it during our pre-submission document check. We obtained a name clarification letter from her UK passport authority and filed it with the application. The visit visa was issued with no hold. We started the in-country conversion the same week. The employment visa and Emirates ID were stamped within about two weeks.
Without that catch, the mismatch would have surfaced as a GDRFA hold in the middle of the conversion. That is exactly when the employer needed the visa active for payroll and compliance.
Why work with Best Solution
It is fair to ask why you would not just apply through the ICP portal yourself. Two honest reasons.
- First, most nationalities cannot get a visit visa without a sponsor. Sponsoring travel agents hold their own visa quota, and they issue visas only within it. Self-application is simply not open to many applicants.
- Second, the cost of a small error is high. A wrong category, a name mismatch, a basic-salary miscalculation, or an overstayed status can each add weeks. We pre-vet the file so those errors never reach the counter.
