The IFZA visa quota is the number of residence visas your company may hold. You choose it when you pick a package, and IFZA prices the licence by it. Buy too few slots and you pay for a mid-year upgrade. Buy too many and you pay for empty slots at every renewal.

What is the IFZA visa quota?

The IFZA visa quota is the number of residence visas a company may hold on its immigration file during the licence year. You buy it as part of your licence package, one slot at a time. A slot does not pay for the visa itself, the medical fitness test or the Emirates ID. Those are charged per person.

Think of a slot as rent, not a deposit. It is not refundable. Because it sits inside the licence fee, an empty slot is charged again in full at every renewal. One unused slot held for three years costs about AED 6,000.

IFZA's public pages on flexi desks and office types do not set out these quota rules. That is why package menus confuse so many first-time founders, and why two quotes for the same package can look so different.

How many visas each IFZA package allows

IFZA sells any visa count from zero to six. Each visa allocation adds AED 2,000 to the zero-visa base price.

These prices cover the licence and the slots. They do not include the establishment card or visa processing, which are covered below. IFZA promotions shift package prices often, so confirm the live figure on the day you file.

The zero-visa package is a different product. It has no establishment card and no immigration file, so the company cannot sponsor anyone until both are opened. It suits a holding company or an owner who lives abroad. It does not suit a founder who might move to Dubai.

How much quota each workspace carries

The package sets how many slots you pay for. The workspace sets how many you are allowed to hold. IFZA bases the count on the space you lease.

So a six-visa package needs a dedicated desk or a private office. If you expect more than six people to need residency within the first year, price an office from day one rather than planning to move later. Who uses a slot, and who does not

The quota counts people who hold an IFZA residence visa through the company. Nobody else.

Shareholders. Adding a shareholder does not add a slot. Each shareholder who takes an IFZA residence visa, usually an investor visa, uses one. A shareholder who lives abroad uses none. So a company with four shareholders can sit on a zero-visa licence, and a company with three shareholders on a one-visa package can make only one of them resident.

Employees. Every hire on an employment visa takes a slot for as long as the visa is live.

Spouse and children. They do not use a company slot. The visa holder sponsors them personally, on the family visa route. A three-visa licence can carry three employees or investors plus their families. The sponsor needs an income of AED 4,000 a month for a spouse and children, and from about AED 12,000 a month to sponsor parents. For an investor's dependant, budget a refundable security deposit of about AED 3,000 per person, returned once that dependant's visa is cancelled with no fines outstanding.

People who do not need residency. Overseas freelancers and remote contractors need a contract, not a visa. Giving them a slot is paying rent on a seat nobody sits in.

When someone leaves

A slot frees up when the leaver's cancellation shows on the immigration file, not on the day they resign. The replacement's entry permit cannot be filed against that slot until then.

Cancellation takes 2 to 3 working days after the employee signs. The new entry permit takes another 2 to 3 working days. So plan about a week from signature to permit, and build visa cancellation in the UAE into every handover. If your staff turnover is regular, one spare slot at AED 2,000 a year costs less than leaving a role empty.

The IFZA establishment card comes before any visa

No visa can start until the company holds an establishment card. The card opens the company's immigration file, and every entry permit is filed against it. It costs AED 2,000 at issue and AED 2,200 at each renewal.

The card follows the licence within 2 to 5 working days. The first entry permit can be filed as soon as the card is active.

Three points catch founders out.

1. The card has its own expiry date, separate from the licence, so track both.
2. A zero-visa licence has no card and no immigration file. Opening them later costs AED 6,000 to AED 9,500. About AED 4,000 of that goes to IFZA for the first slot and the card, and the rest covers the licence amendment and handling. The visa fee comes on top, and it takes 3 to 4 weeks to the first Emirates ID.
3. Once a licence expires, immigration work stops. You cannot issue, renew or cancel a visa until the renewal is paid, so a spare slot is no help in that window.

What an IFZA visa costs on top of the slot

The IFZA visa cost is AED 4,700 to AED 7,000 per person. That covers the visa processing fee, the medical fitness test and the Emirates ID. Health insurance is extra.

Three choices decide where you land in the range: the visa type, whether the person is already in the UAE, and a standard or express medical. An employee flying in with a standard medical sits toward the low end. An investor changing status inside the UAE with an express medical sits toward the top.

Health insurance is compulsory for residents under Dubai Law No. 11 of 2013. The unemployment scheme comes from Federal Decree-Law No. 13 of 2022, and the UAE Government portal lists investors who own their company among those exempt. Most of the per-person cost comes round again when the visa renews, usually every two years.

How long an IFZA visa takes

For someone already in the UAE, an IFZA visa takes 5 to 10 working days from the establishment card to the Emirates ID. The steps run in this order:

1. Entry permit
2. Change of status
3. Medical fitness test, with an express option
4. Emirates ID and residency, with an express option

For someone abroad, the working days are the same once they arrive. Travel is the variable. The entry permit gives 60 days to enter the UAE, and the person must be in Dubai for the medical and the Emirates ID biometrics, so book flights around those two appointments.

Can you add a visa to an IFZA licence mid-year?

Yes. Each added slot costs AED 2,000, plus the normal visa fees. The quota change takes about a week, and the first new visa arrives 10 to 15 working days after you start. You pay per slot, so moving from one visa to four in a single amendment is fine.

The catch is the expiry date. The new slot runs to your current licence expiry, then is charged again at renewal. It does not run for 12 months from the day you buy it.

An upgrade for a hire who starts in month two is fair value. A slot bought in month ten pays for two months. If the hire can wait, add the slot at renewal instead.

Going from zero visas to one also works, but it is the most expensive single step, because the establishment card and immigration file have to be opened first. That is the AED 6,000 to AED 9,500 set out above.

Can you drop a visa slot at renewal?

Yes, with no penalty. You renew at the lower tier's price. Four conditions apply.

1. The slots must be empty on renewal day, so cancel any leaver's visa first.
2. The new tier must still cover every active visa.
3. It only happens at renewal, never mid-term.
4. A multi-year licence paid upfront keeps the visa count it was bought with until that term ends.

How to size your IFZA visa quota

Count confirmed residents, not ambitions. A signed offer letter is a slot. A role in the business plan is not.

Answer four questions in order.

1. Who needs UAE residency on day one? Usually the founder, and sometimes a co-founder.
2. Who has a signed offer or a firm start date in the first 12 months?
3. Who might join later? They are a renewal decision, not a day-one purchase.
4. Will more than three people need residency in year one? If so, the workspace becomes part of the decision.

What over-buying and under-buying cost

Over-buying. A six-visa package for a team of two wastes about AED 8,000 a year. It cannot be refunded and can only be fixed at renewal. We see it when founders size the package to the business plan instead of to signed offers.

Under-buying. A zero-visa licence chosen on price by a founder who then needs residency. Fixing it later costs AED 6,000 to AED 9,500, against about AED 4,000 for the slot and card at setup. It also means about a month without an Emirates ID, which usually stalls bank onboarding.

One quota we sized with a client

A freight brokerage and cargo handling company, set up as an IFZA FZCO with general trading, asked us for a six-visa package for "the operations team". We mapped the first 12 months with them. The team that needed residency was two resident shareholders and one operations coordinator. The port-side loading crew came from a subcontractor, on the subcontractor's own visas.

They bought three visas and saved AED 6,000 on year-one licence fees, at AED 18,900 against AED 24,900. When a second coordinator was signed, they added one slot at renewal rather than mid-term. At four sponsored staff, we started the office conversation.

When to move off the flexi desk

Start the office conversation at four sponsored staff working in the UAE, and plan the move before six. The trigger is not the quota. Flexi Desk+ would still carry five. Two other questions come up once a team grows.

Banks. Compliance teams review a growing company and may ask where four people actually work. Approval always rests with the bank under its own policy, and no consultant can guarantee it. Space that fits the team makes the file easier to explain. Tax substance. The 0 percent rate for a Qualifying Free Zone Person depends on the company having enough people and assets in the zone for its income, and Cabinet Decision No. 100 of 2023 sets out the qualifying income rules. A growing sponsored team on a shared desk is a weaker base for that claim. Take it to a tax adviser when staff and income genuinely scale.

One exception ignores headcount completely. A free zone mainland operating permit from DET, the dual licence that lets a free zone company trade on the mainland, needs a physical office at any team size.

Getting your IFZA visa quota right the first time

Your package sets how many people you can sponsor. It does not pay for a single visa. Buy slots for confirmed residents, add one when an offer is signed, drop empty ones at renewal, and price an office before the team passes what your desk carries.

Four numbers do most of the work: AED 2,000 a slot a year, AED 4,700 to AED 7,000 a visa, AED 2,000 for the establishment card that comes first, and three, five or more visas depending on your workspace. Put them against a dated hiring plan and the right package is usually obvious.
