Professional License

A Professional License is a UAE Trade License category covering knowledge-based services — management consultancy, IT services, marketing, design, accounting, legal advisory, engineering. Unlike Commercial or Industrial licenses, it permits the bearer to charge for advice and services but not to buy and sell physical goods.

Professional Licenses can be issued to a Civil Company (partnership), Sole Establishment (single owner), or LLC. Foreign nationals can hold 100% equity. Some regulated professional categories require academic certificates attested via MOFA Attestation, regulator clearances (e.g. legal services, healthcare), or a Local Service Agent for liaison purposes.

The process of obtaining a Professional License typically involves the following steps: 1. Business Plan: Develop a comprehensive business plan outlining the services offered, target market, and operational strategy. 2. Company Structure: Choose a suitable company structure, such as a Mainland LLC or a Free Zone company, depending on your business needs. 3. Application Submission: Submit a detailed application to the relevant licensing authority, including required documentation such as company registration documents, director and employee profiles, and educational certificates. 4. License Issuance: Upon approval, the licensing authority will issue a Professional License, which is a government-issued permit allowing your business to operate. 5. Renewal: The license is valid for a specific period and must be renewed periodically, often requiring updated information and compliance with regulatory requirements.

In Dubai, companies offering IT consulting services, marketing agencies, and design firms typically require a Professional License to operate. In Abu Dhabi, similar businesses in the knowledge-based sector need to obtain a Professional License from the DED Abu Dhabi. Companies operating in the Free Zones, such as Dubai International Financial Centre (DIFC) or Abu Dhabi Global Market (ADGM), may have specific requirements for Professional Licenses or alternative permit types depending on the service offered.

Picking the wrong license type is one of the most expensive setup mistakes — a Professional License will not cover product sales, and a Commercial License often will not cover regulated consultancy. Get the license category right at incorporation.
